President Volodymyr Zelenskyy and former head of the Armed Forces of Ukraine Valeriy Zaluzhnyy have almost the same level of trust among Ukrainians with only a slight margin. This is evidenced by the data of the survey conducted by the sociological group Rating.

Zaluzhnyi, who is now the ambassador to the UK, is fully trusted by 40% of respondents, and another 33% said they rather trusted than distrusted him. At the same time, 10% expressed complete distrust of the former chief of staff, and 8% said they rather distrusted him.

Zelenskyy is fully trusted by 39% of Ukrainians, and another 28% are more likely to trust him than not. Full distrust of the president was expressed by 18% of respondents, while 11% said they most likely did not trust him.

The rate of trust in the head of the Main Intelligence Directorate Kyrylo Budanov is slightly lower – 27%, and distrust – 11%. Rather, 29% of respondents trust rather than distrust.

The Chief of the Armed Forces of Ukraine Oleksandr Syrskyi is fully and partially trusted by 13% and 28% of Ukrainians, respectively. Fully distrustful – 18% of respondents, and rather distrustful – 19%.

Prime Minister Denys Shmyhal is fully trusted by only 5% of respondents, and rather trusted than not by 20%. He has the highest rate of complete distrust among Ukrainians – 25%, and 23% are most likely to distrust him.

The survey was conducted on July 4-5, 2025 in the format of telephone interviews. 1000 respondents over the age of 18 were interviewed in all oblasts except for the temporarily occupied territories. The margin of error is no more than 3.1% with a confidence level of 0.95.



The Rating reported LIGA.net, that the survey was conducted on the sociological group's own initiative, there was no third-party customer.
