The current situation in the Kyiv region, according to Regional Administration:

  • In the north, the enemy has completed the withdrawal of units from the territories of Ukraine to Russia and Belarus.
  • The withdrawal of units from the 2nd combined army of the Central Military District, operating in the direction of the city of Brovary, to the Russian Federation through the Sumy region.

Odesa came under Russian shelling on the morning of April 3. Serhiy Bratchuk, spokesman of the Odesa Regional Military Administration, confirmed it. "The enemy gets nothing, not Odessa! Be kind, residents of Odesa, stay in the shelter. We will stand it," he wrote on Facebook.

The Odesa newspaper Dumska reported that Russia carried out a missile strike, some of the missiles were shot down by Ukrainian Air Defence forces. Black smoke rose over the city.

In Severodonetsk, the Russians hit one of the houses in the city center for the third time in a week. Over the past 24 hours, Severodonetsk, Rubizhne, and Lysychansk have suffered the most damage due to the Russian invasion. Fighting continues in some quarters of Rubizhne and Popasna, Luhansk Regional Administration informed.

  • The moral and psychological state of the enemy's personnel and the level of motivation remains extremely low. Commanders of various levels of the 3rd Motor Rifle Division of the 20th Guards Combined Arms Army of the Western Military District refuse to take part in combat. In addition, the military is writing resignation letters.
  • Personnel of two battalion-tactical groups of the 4th military base from the 58th Guards Combined Arms Army of the Southern Military District refused to take part in hostilities on the territory of Ukraine. It is planned to return them to the points of permanent deployment.
  • To make up for the loss of personnel, the Russian authorities are campaigning for civilians to join the armed forces. Such events are held both in the territory of the Russian Federation and in the temporarily occupied territories of Donetsk, Luhansk oblasts, and the Autonomous Republic of Crimea.
  • Systematic cases of violations of the requirements of International Humanitarian Law on the conduct of war continue. The Russian occupiers continue to deploy weapons and military equipment in the immediate vicinity of the housing infrastructure of settlements, carry out filtration measures in temporarily occupied territories, commit violence against local residents, engage in looting.
  • On the territory of Donetsk and Luhansk oblasts, the defenders of Ukraine repulsed six enemy attacks, destroyed four tanks, six units of armored vehicles, and seven units of enemy vehicles. The Air Force of the Armed Forces of Ukraine has hit 8 air targets the previous day: two aircraft, one helicopter, one UAV, and four cruise missiles. Air Force aircraft continued to strike the places of concentration of the enemy, military equipment columns, and logistics centers.

European Union prepare the fifth package of sanctions against russia that will close detected during last month gaps for limitations. The Ministry of Foreign Affairs Dmytro Kuleba informed on Ukrainian TV.

"In European Union four packages of sanctions have been implemented. And in parallel, their efficiency implemented is estimated daily, the gaps have been found. And now in the fifth package of sanctions to be implemented in the nearest future (I know when, but not to overlook, still it will be implemented very soon), there will be a huge block closing detected last month gaps to avoid sanctions by russian federation", Kuleba said.
