The Ukrainian Embassy in Belgium reported that the screening of the film by French documentary filmmaker and videographer Vincent Moon was scheduled for January 31. At the same time, public events organized by Kairos Presse were to take place: the conference Les nouvelles formas du pouvoir ("New Forms of Power") and related events aimed at "broad public awareness."

At the embassy emphasizedthe film "Carnets de Russie" is a propaganda film that serves the information interests of the Russian Federation in the context of its military aggression against Ukraine. It was filmed during trips to Russia and the temporarily occupied Ukrainian territories.

"The film deliberately distorts the actual reality, justifies the act of aggression, conceals responsibility for documented war crimes and systematically blurs the line between the victim and the aggressor."
