Lawyer Oleksiy Shevchuk, who defended the businessman Hennadiy Korban and former MP Ilya Kiva, who was liquidated in Russia, was included in the commission for the competition for administrative positions in the Specialized Anti-Corruption Prosecutor's Office, as he was the only candidate who met the requirements of the law. This is stated in clarification Council of Prosecutors.

Due to the outcry in the media and social media, the Council explained the procedure for forming the composition of the competition commission for the competition for administrative positions in the SAPO.

Thus, on November 28, 2025, the Council of Prosecutors announced the start of the selection to the commission that will organize and conduct the competition for vacant positions in the Anti-Corruption Prosecutor's Office. The day before, it approved recommendations on how to prepare and submit documents for participation in the selection. They stipulate that:

→ requirements for candidates;

→ list of persons who cannot be members of the tender committee;

→ list of required documents;

→ deadlines for submission.

The Council of Prosecutors received documents from four persons – three representatives of the prosecutorial community and one lawyer – within the specified period. Based on the results of the documents' processing, no circumstances were found that would prevent these persons from participating in the selection. All four candidates were admitted to the selection process and were interviewed.

On December 9, the Council of Prosecutors reviewed the submitted documents and decided to submit proposals to the Prosecutor General Ruslan Kravchenko on the appointment of three prosecutors.

However, one of the candidates filed an application to exclude him from the list of candidates. On December 18, the Council of Prosecutors granted this application and notified Kravchenko.

Given the insufficient number of candidates proposed by the Council of Prosecutors and to fulfill the legal requirements in a timely manner, the Prosecutor General appointed attorney Shevchuk, the only candidate among those who participated in the competition and met the legal requirements, as a member of the commission.

The Council of Prosecutors explained that the powers of a member of the competition commission may be terminated early in the event

→ submitting a personal statement of termination of powers;

→ inability to participate in meetings for health reasons for more than one month;

→ submission by the commission of a proposal for early termination of the powers of its member in cases provided for by the regulations;

→ the entry into force of a court verdict of guilty;

→ recognition of a person as incapacitated or missing;

→ death.

Only if one of the above grounds is present, the Prosecutor General may decide to terminate the powers of a member of the commission and appoint another member.

They clarified that the competition commission is authorized if it is approved by the full composition. Currently, the full composition has not been formed, as three candidates from international and foreign organizations have not yet been identified.

Shevchuk's appointment to the competition commission caused a wave of criticism on social media. The lawyer himself said about the manipulations around him and also said that he had filed lawsuits to protect his honor, dignity and business reputation against the volunteer Sergiy Sternenko and MP Mariana Bezuhla. Both criticized Shevchuk's appointment to the commission.
