Russia plans to use economic incentives to conquer Ukraine – Estonian intelligence

Russia wants to use an international investment fund, allegedly created to support Ukraine's post-war reconstruction, to impose its political will on Kyiv and neutralize its image as an aggressor. This is stated in the report of the Estonian Foreign Intelligence Service.
"In addition to military and political measures, Russia plans to use economic incentives to subdue Ukraine. One of these tools could be an international investment fund, allegedly created to support the post-war reconstruction of Ukraine," the report says .
The intelligence community believes that in reality, any profits generated will be distributed between Russia and other partners, creating conditions under which Moscow will be able to more easily impose its will on Ukraine. Russia also intends to involve China as a minority partner.
The investment fund will also be used to finance educational and media campaigns aimed at destroying Russia's image as an aggressor.
As the fund will be financed mainly by Russian assets frozen in the West, Moscow will seek to maintain control over how these assets are used and ensure that the proceeds are not distributed exclusively on terms acceptable to the West and Ukraine.
Estonian intelligence emphasized that Russia is trying to use peace talks as a tool of manipulation and only pretends to be interested in a settlement, while in fact pursuing long-term operational goals.
