Zelensky appoints head of the National Securities and Stock Market Commission

President Volodymyr Zelenskyy appointed chairman of the National Securities and Stock Market Commission (NSSMC). Oleksiy Volodymyrovych Semenyuk was appointed, it says in Decree No. 1019/2025 of December 31, 2025.

"To appoint Oleksiy Volodymyrovych Semenyuk as the Chairman of the National Securities and Stock Market Commission," the document says.

The Chairman of the NSSMC is appointed by the President of Ukraine for a term of six years. Dismissal from the position of the head of the Commission is also carried out by presidential decree.

The previous chairman, Ruslan Magomedov, was dismissed from his position by presidential decree of December 31. The reasons for the dismissal were not reported.

  • In July 2025, it became known that the NSSMC there were claims by the International Monetary Fund.
  • The main reason for the conflict is the Commission's ignoring schemes to circumvent the NBU's currency restrictions and a possible conflict of interest. In particular, the NSSMC has long procrastinated with the closure of schemes for the withdrawal of capital and decided decision only under pressure from the IMF.
  • An additional factor of tension was Magomedov's personal relationship with an employee of the ICU investment company.
