Sumy region. Russian airstrikes on residential neighbourhoods in Sumy. More than 20 were killed or wounded, including children. Sumy region - also airstrikes on villages, on civilian houses. The number of victims is to be clarified. Okhtyrka - night air raid, bombed residential neighbourhoods, private homes, grocery stores. They hit the already broken thermal power station again. The city has no heat for the fourth day. The number of victims is to be clarified; the State Emergency Service of Ukraine is working in the rubbles.
Luhansk region. Shelling of Popasna, Rubizhne and Severodonetsk. In Popasna, two people died in a psychoneurological dispensary. There are three wounded civilians in Rubizhne. There is no gas supply, partly no electricity and water.

The 13th day of the war began.
The General Staff of the Armed Forces of Ukraine reports that the invaders are demoralised and increasingly resort to looting.
In the temporarily occupied territories of Kharkiv, Sumy, Chernihiv and Kyiv regions, robberies, violent actions against locals, the seizure of civilian premises, agricultural hangars for military parking equipment, the arrangement of firing positions in densely populated areas and civilian infrastructure are recorded.

According to the official, Izyum has always been a peaceful city, with no military units stationed on its territory.
The World Bank has approved emergency financing of $723m to help Ukraine's government pay public-sector wages, welfare and pensions, BBC reported.
The bank said the package incorporated funding from the UK, Netherlands, Sweden, Japan, Denmark, Latvia, Lithuania and Iceland.
The World Bank also says it is working to release a further $3 for Ukraine and its neighbouring countries in the coming months.
