This is what the referendum is for you now, dear Belarusians. You are deciding who you are, you are deciding who you will be, how you will look your children and one another in the eye. How you will look your neighbors in the eye. And we are your neighbors. We are your neighbors, the Ukrainians. Be Belarus, not Russia. This is the choice you are making now, today.

There are many news stories about negotiations between Ukraine and Russia to end this war and return peace to all of us. In them, your capital—Minsk—is often mentioned as a platform for these negotiations. We did not choose this platform, and, frankly, neither did you. It was chosen by the Russian command. Now, they are offering us to meet in your country.

State Special Communications Service of Ukraine has offered a guidance for civilians in case of an accident on a nearby technical site.

Brief instructions:
• Close the windows and do not open them unless necessary. When having them opened, keep the windows covered with a wet or gauze fabric, which should be periodically changed.
• Avoid staying outside for too long.
• Use an air conditioning and purification system. Place containers with water in the premises to increase air humidity.
• Wet-clean regularly.
• If you smell smoke, put moistened masks on immediately and seal window and door frames with wet fabric.
• Increase your liquid intake up to 2-3 liters a day, for adults. It is recommended to drink lightly salted and mineral alkaline water, fermented dairy beverages (mineral beverages, oxygen and protein mixes). Exclude carbonated beverages.
• Shower a few times a day, flush the nasal passage and mouth thoroughly.
• If you have any cardiovascular conditions, consult a doctor in addition to the above recommendations.
