Heroic people of Ukraine,

For over two days now, our army has been destroying the invaders on the land, in the sea, and in the sky. Thousands of Russian soldiers have been killed, hundreds captured, and thousands injured.

Our forces are holding ground on all sectors of the front. The enemies expected it to be a walk in the park, but we gave them a taste of real hell.

Ukraine is rising. Tens of thousands of volunteers, reservists, and Territorial Defence Force troops have already bolstered our land’s defences. Russian command fails to understand that it fights not just Ukraine’s Armed Forces, but the entire Ukrainian people, who has already risen to fight the invaders for its freedom.

Our enemy has failed to fulfil its plan, and, sadly, resorted to shelling non-combatants and civilian infrastructure. They shell kindergartens, hospitals, and apartment blocks. They shoot at ambulances and buses with children. For these crimes, the Russian command will inevitably be court-martialed. For killing Ukrainian children, our enemies will inevitably be prosecuted — Ukraine will never forgive it.

We stay in Kyiv and continue our work. Today, we held an emergency government session, during which a number of crucial decisions were made.

First, we looked for ways of ensuring disruption-free operation of food producers in the conditions of martial law. Now, the maximum period of payment for Ukrainian-made socially essential food product supplies will be 10 calendar days at most from the day of invoicing by the supplier.

Second, a resolution was made for the State Reserve Agency of Ukraine to stockpile enough diesel fuel to satisfy the needs of the military.

Third, provisions were made for the property seized by a court ruling or the State Customs Service to be handed over for the needs of the Armed Forces of Ukraine.

Forth, we established an algorithm for coordinating and receiving humanitarian aid and its subsequent delivery to Ukrainians. The State Border Guard Service and State Customs Service are to set up a simplified procedure for border crossing by the transport delivering humanitarian aid. On their part, the civil-military administrations in cooperation with the National Guard of Ukraine, National Police, and the State Emergency Service will ensure it is received, distributed, and stored properly.

I would like to remind you that yesterday we adopted Resolution No. 155 “On the special aspects of declaring goods necessary for national security and defence activities as humanitarian aid” which lets the heads of territorial defence zone to declare any goods they deem necessary for national security and defence humanitarian aid at their discretion while martial law is in effect. These goods will be immediately cleared to cross the border of Ukraine.

Fifth, we adopted a resolution on the special aspects of payout and delivery of pensions and monetary aid during the period of martial law. If people cannot get their money at the place of their residence or the money cannot be transferred to their accounts, pensions and monetary aid will be paid by a wire transfer. The Ministry of Social Policy together with the Pension Fund of Ukraine and other agencies will contact the recipients through their personal e-accounts with the Pension Fund to specify their current place of residence under the current circumstances.

Finally, sixth, the government decided to temporarily close the entry points on the state border with Russia and Belarus. Importantly, the Ukrainian citizens currently staying in these countries and wishing to return home will be able to freely enter Ukraine. Naturally, we invite them to do so and prove that they are on the side of light.23:07
