On January 2, the president Volodymyr Zelenskyy officially appointed Kyrylo Budanov and Oleh Ivashchenko to new positions. The corresponding signed decrees have already been published on the website of the President's Office.

By decree №3/2026 the president dismissed Budanov from the post of head of the Main Intelligence Directorate, which he had headed since August 2020. And by decree №5/2026 he appointed him as the head of the Presidential Office.

By decree №6/2026 Zelenskyy dismissed Ivashchenko from the post of head of the Foreign Intelligence Service. And by decree №7/2026 appointed him to head military intelligence.

As of the evening of January 2, no decree appointing a new head of foreign intelligence had been published. It is currently unknown who might lead the agency.

  • On January 2, the president offered the head of the Main Intelligence Directorate, Kyrylo Budanov, to head the President's Office – He agreed.
  • Instead of him military intelligence will be managed by Oleh Ivashchenko is the head of the Foreign Intelligence Service of Ukraine. It is unknown who will head the Foreign Intelligence Service in his place.
  • In addition, Zelenskyy instructed the head of the Ministry of Internal Affairs find a replacement to the head of the border service, Serhiy Deyneko. After his dismissal, he will remain in the Ministry of Internal Affairs system.
