European commissioner on a 90 billion loan for Ukraine: We aim to make the first disbursement in early April

The European Union plans to make the first disbursement of a loan worth tens of billions of euros to Ukraine in early April 2026. About this reported Valdis Dombrovskis, European commissioner for economic affairs.

The official spoke about a "productive discussion" with the ministers of finance and defense of Ukraine Serhiy Marchenko and Mykhailo Fedorov.

"We’re working toward approval of a EUR 90 billion package for 2026–27, aiming for the first EU disbursement in early April," the European official said.

The decision to pay such an interest-free soft loan was made by the leaders of the EU member states on December 19, 2025, instead of a reparations loan at the expense of frozen Russian assets. Kyiv will have to return the funds only after receiving compensation from Moscow.

Already on January 21, 2026, the European Parliament authorized the application of the enhanced cooperation procedure to pay this loan to Ukraine.

  • In December, president Zelenskyy said that if Ukraine does not receive the tranche from the EU in the spring, Kyiv will significantly reduce the production of drones, in particular for the front line, and will not be able to launch long-range strikes on the Russian energy sector.
