Zelensky enacts NSDC decision on security guarantees

President Volodymyr Zelenskyy has signed a decree enacting the decision of the National Security and Defense Council on security guarantees for Ukraine. The document was published on the website of the Presidential Office.
The relevant decision of the NSDC of January 30, 2026, states that the Ministry of Foreign Affairs, together with the Ministry of Defense, should immediately prepare and submit to the President draft international treaties on security guarantees for Ukraine.
This decision was made by the NSDC after considering proposals to provide security guarantees, prepared as a result of the work of the Ukrainian delegation in negotiations with the United States, other international partners, and representatives of the Russian Federation.
- on February 10, US Ambassador to NATO Whitaker said that Ukraine and America have not yet signed a security assurances agreement due to unresolved territorial issues during negotiations.
- At the same time, Zelensky has been talking about the readiness of this agreement for more than a month .
