Dmytro Kuleba: If one imagines that the Russian economy is a tank, thanks to all the sanctions applied, it is now at the stage where it is running out of diesel. And the finale will be the same as the tankers who now still believe they are in the tank. We are bringing that finale closer every day. Today's announcement of new sanctions has dealt another blow to the Russian economy by the US and other G7 and EU countries. We still have some powerful creative ideas for new sanctions - economic and personal. And we won't stop until those in the tank get caught around the world for engaging in war crimes.

Ukrainian President Volodymyr Zelenskyy has addressed the Ukrainians:
A nation of steel in a strong country that is the answer of the soldiers to their commanders in the Kremlin when asked what prevented them from invading Ukraine in four days. This information is not verified, but it is an indisputable fact. If the misguided occupiers justify their failures with something else - it means that in 16 days of war they have still not understood anything. Well, we are not upset. We are ready to explain. To illuminate the occupants until they fully understand who they are and where exactly they are heading for. This way is to get out from Ukraine.
Today in Melitopol, the occupiers kidnapped the city's mayor, Ivan Fedorov. A mayor who is courageously defending Ukraine and the people in his community. Clearly, this is a sign of weakness on the part of the occupiers. They have not faced any support in our land. Although, they were counting on it very much. Because for years, they lied to themselves that people in Ukraine were supposedly waiting for Russia. They did not find the collaborators, who would surrender the cities and the authorities to the occupiers. So they have switched to a new stage of terror when they try to physically eliminate representatives of the legitimate local Ukrainian authorities.
For any democracy in the world, it is clear: a legally elected mayor of a city is a true representative of the people. Usually it is not about ideology, it is not about politics, it is about the lives of the people of a particular community. Perhaps, in Russia, this has already been weaned off over the years of autocratic rule. Perhaps there they think that the mayor is just a boss, easy to remove, and it does not mean anything. But this is Ukraine. This is Europe. We are in the democratic world here. That's why the kidnapping of Melitopol mayor is a crime not only against a particular person. Not only against the particular community. And not only against Ukraine. It is a crime against democracy as such. I assure you: 100% of people in all democratic countries will know about it. The actions of Russian invaders will be equal to those of the ISIS terrorists.
The whole country saw that Melitopol did not comply with the occupiers. Neither did Kherson, Berdyansk and other towns, where Russian troops managed to enter. Temporarily they managed to enter. And this cannot be changed by putting pressure on mayors or kidnapping mayors. It can only be made worse. For the occupiers. Ukraine demands the immediate liberation of the mayor of Melitopol and full security for all heads of local communities all over our country. If you are turning into the analogue of ISIS terrorists, then what is the point of talking to you at all? We will ask this question, including to international mediators who communicate with Moscow.
Today, however, Russian forces have disrupted most of the humanitarian corridors. But in spite of all this, 7,144 people have been rescued. From Energodar, Bucha, Hostomel and Kozarovychi. And that are 7, 144 reasons to try to organise rescue for Ukrainians from the encircled towns tomorrow and the day after tomorrow. We will do it. We will do everything to bring humanitarian cargo into Ukrainian cities. I have to say with pain: Mariupol remains besieged by the enemy. Russian forces have not allowed our aid into the city and continue to torture our people, our people of Mariupol. Tomorrow we will try again anyway. Once again to send food, water and medicine supplies for our city.
I am confident that the Armed Forces of Ukraine will answer for every minute of our people's suffering. And this is neither pathos nor danger. It is a statement of reality. The number of killed Russian soldiers on the territory of Ukraine already exceeds 12 thousand people. 12 thousand! The number of wounded occupiers is many times bigger. We did not invite any of them to come here. And we repeat to every occupier: you can still save yourselves. At any moment. Just throw down your arms and leave our land and go home.
The number of captured invaders has reached such a level that this issue can not be left to the structures that we had before the war. Therefore, today the Cabinet of Ministers has established the Coordination Staff for the treatment of war prisoners. Thousands of soldiers who have been captured or who have surrendered, receive from our state the treatment required by international conventions. But there are so many that we need a special structure to deal with all the issues involved.
I want to say again to all Russian mothers. Especially for mothers of conscripts. Don't send your children to war in a foreign land. Don't believe promises that they will just be sent somewhere for exercises or just somewhere out of military operations. Check where your son is. And if you have even the slightest suspicion that your son may be sent to fight against Ukraine, act immediately. Do not hand your son over to be killed or captured. Ukraine has never wanted this monstrous war. And it does not want to. But will defend itself for as long as it has to.
Fortunately, we are not alone in this battle. Ukrainians have sincere friends. Good partners. Speaking in the Polish Parliament today, I focused a lot on how important it is not to be alone in today's world. How important it is to defend common values. But as a consequence, to feel that the borders between nations are disappearing. To bring people closer together. As we have with our Polish brothers and sisters. As we have with all our sincere partners. For whoever has friends, can do anything.
We held talks with US President Biden. We discussed how we could put pressure on Russia to stop this war and establish peace. Russia will be deprived of the opportunity to trade normally with the G7 countries. The fewer dollars Russian business earns and the fewer taxes the Russian state gets, the fewer opportunities the Russian military has to kill our people. Leading international companies are already leaving the Russian market. The Russian authorities have put their country outside the global world by starting a war against us. By starting this invasion. It's a self-invasion. Self-abasement. And self-destruction. The dollar exchange rate has already reached even 200 roubles in Moscow's exchange offices. But this is only the beginning. The beginning of the act of international sanctions.
The next step is the prohibition by the US to bring dollars into Russia at all. Consequently, there will be a shortage of foreign currency. Consequently, the exchange rate will jump even more. Consequently, prices will rise. Consequently, every Russian citizen will feel that the absence of peace is a threat to himself.
No country in the world wanted to harm ordinary citizens of Russia. No one tried to do any harm, until your government went to war against your neighbours, against civilians. Nobody wanted to take ordinary Russian life back to the 90s. Isn't that what you call that era - the dashing 90s? A time of turmoil and poverty. A time of very limited opportunities for ordinary people and very great inequality. Perhaps now, because of the efforts of propagandists, most Russians don't yet understand what awaits them. But the Russian government already understands this very well. Very well. And understands it very thoroughly. And they are very afraid of it. That is why they are trying to close all free sources of information. Basically all sources of information. Even Instagram and Facebook. But the modern world has learned how to fight such censorship.
My advice to thinking Russians is to look for ways to get truthful information.
And try to hide your smartphones and computers from the security forces on the streets. They're getting ready to check what's in people's phones. What do people have in laptops. I specifically warn you: learn to resist the repression that your government plans to increase.
Because thinking people should be in every country. And in Russia, too. And they are in Russia. And one more thing. Now the good news and the victories of Ukraine for all of us are worth their weight in gold.
Or silver and bronze. And all this - for Ukraine - is successfully won by our Paralympians in Beijing.
Today, everyone is gaining glory for Ukraine. In his or her place. Shows the world who Ukrainians are and what strength we have.
With a weapon in hands on the battlefield or with a sporting rifle on a biathlon track.
Our boys and girls have already won 25 medals at the Winter Paralympics!
And take second place in the overall standings, second only to the hosts of the competition - China.
The Paralympics will end in two days.
I would very much like to say the same about the war. That it will end in two days.
Unfortunately, this is still unrealistic. But it will definitely happen.
Both victory for Ukraine and peace for Ukraine are achievable.
And they will be more valuable for us than gold, silver and bronze of the whole world.
Well, for now ...
Hold our ground! Hold on! We will win!
Glory to Ukraine!
Ukrainian President Volodymyr Zelenskyy has explained what prevented the Russian army from invading Ukraine in four days. Today, everyone is gaining glory for Ukraine in their place. Everybody is showing the world who Ukrainians are and what strength we have.
Russia is looking for mercenaries using the Wagner PMC. This was stated by Vadym Denysenko, advisor to the Interior Minister, on the air of the nationwide marathon.
"The "Wagner Group" is starting to conscript "Syrians". Before they used to take people who are Russian citizens, with no criminal conviction, with some military experience, but now they are recruiting exactly everyone. They do not have enough cannon fodder for this war," Denysenko said.
He also noted that there is no need to exaggerate mythological tales about Chechens or "Wagner Group" soldiers.
70% of the territory of the Luhansk region is occupied, said the head of the Luhansk Regional State Administration Serhiy Gaidai.
"Shelling is taking place everywhere - Gorna Obschyna, Popasna, Lysychansk, Severodonetsk, Rubizhne and Kreminna. This is the way the defence line is going right now. The Russians are shelling all infrastructure, schools, hospitals, kindergartens, hitting water and gas pipelines, power grids," he wrote.
Mobile communication works in the controlled territory, but intermittently.
A cancer hospital in Mykolayiv has shelled from Russian forces, the head of the regional health department Maksym Beznosenko has said. "Only a degenerate can attack a weak person. It's not about us, it's about our patients. Right now these atrocities shelled the cancer hospital... The villains got hit, but fortunately they didn't do much damage. So we keep working," he wrote.
Warsaw and Krakow can no longer accept refugees, the State Border Service said. About 80-100 thousand Ukrainians came to Krakow in a two weeks' period. Warsaw has already accepted 200,000 refugees from Ukraine.
The Russian occupiers use the "red cross" to cover their battle groups. Under the sign of the "red cross" Russian armored vehicles move with weapons.
