In early October, the first two radiation shelters were opened in Kyiv in the Obolon district. In total, 43 more such protective structures are currently under construction in the capital. This was reported to LIGA.net by the Kyiv City Military Administration in response to a request from.

In 2025, about UAH 3 billion was allocated from the local budget for the construction of "dual-purpose structures with protective properties of a radiation shelter".

The KMVA explained that a radiation shelter is a leaky structure that provides conditions for people to stay for at least 48 hours. Protection is possible by reducing the predicted impact of hazards and ionizing radiation exposure in the event of a radiation accident and radioactive contamination.

In Kyiv, as of October 17, 2025, there are 4359 facilities that are classified as shelters and civil protection structures. Among them are 32 radiation protection structures, 512 shelters, 3801 simple shelters and 14 more dual-purpose structures with protective properties of a shelter.
