Deferment for contract servicemen "18-24": The Ministry of Defense submits a revised draft law to the Rada

This plenary week, the Verkhovna Rada is to consider a draft law on the possibility of obtaining a deferral from mobilization for a year after completing service under the 18-24 contract. This was reported to by Defense Minister Mykhailo Fedorov .
He noted that the Defense Ministry team, together with the Committee on National Security, Defense and Intelligence, has finalized the relevant draft law, which will be submitted to the Verkhovna Rada for a vote this week.
"This is about justice, predictability and guarantees for young people who voluntarily choose the path of a defender. We must keep our promise," said Fedorov .
He also expressed hope for support from MPs.
The 18-24 Contract is a project launched by the Ministry of Defense in February 2025 for men of non-mobilization age. Citizens aged 18-24 can sign a contract and receive special conditions. In particular, it provides for a payment of UAH 1 million (UAH 200,000 immediately, the rest during service), a zero-interest mortgage and other benefits.
The special contract for men of non-conscription age appeared against the background of the refusal of the Ukrainian authorities to lower the age of mobilization.- At the end of January, MP Roman Kostenko told Channel 24 that a bill on a one-year deferral for contract soldiers "18-24" was submitted to the Verkhovna Rada, but MPs did not vote for it, so after completing their service, these young people automatically become liable for military service and can re-apply for a call-up.
