Kharkiv authorities have recognized the consequences of the massive Russian attacks on the night of February 3 as an emergency. About this said city Council based on the results of the Commission on Technogenic and Environmental Safety and Emergency Situations.

The shelling of the regional center and the region damaged critical facilities of one of the thermal power plants (Kharkiv CHP-5), as well as the Kharkiv and Zalyutyno power substations, the mayor said Igor Terekhov.

Some of the equipment on this infrastructure has been severely damaged: the authorities report that heating has been suspended at 929 facilities (853 of them are residential buildings), and almost 105,000 consumers have been left without heat.

"The lack of heating and disruption of the stable operation of life support systems in winter pose a real threat to the lives and health of people, especially children, the elderly and people with limited mobility," the mayor said.

The relevant Commission classified the accident as a local man-made emergency.

Later, Terekhov said in a telethon that the areas of Kharkiv left without heating will be provided with a steady supply of electricity: the city authorities have agreed with the Cabinet of Ministers on this, given the significant damage to critical facilities due to the Russian attack.

According to the mayor, this decision will allow residents to use heating devices, and the national carrier Ukrazaliznytsia plans to set up an invincibility point on the basis of the train to keep people warm.

"This is the first time critical infrastructure has been damaged on such a scale this heating season, but we have had other difficult years when we restarted the heating system eight times," the mayor said.

He added that there are 101 invincibility points in Kharkiv, and tents are being set up in the city, where residents can drink hot drinks, get food, charge their gadgets, etc.
