Ukraine initiates amendments to the IAEA Statute

Ukraine wants the International Atomic Energy Agency's (IAEA) statute to be amended. This was reported in the social network X reported minister of Foreign Affairs Andriy Sybiga.
The Head of Diplomacy instructed the Permanent Mission in Vienna to submit to the IAEA Secretariat Ukraine's proposals for amendments to the organization's statute and to distribute them among member states.
Sibiga explained his initiative by the fact that the statute does not contain any response to cases when a state deliberately undermines the conditions for safe and reliable use of nuclear energy, but continues to exercise full management rights within the IAEA.
"Ukraine proposes a clear mechanism for disqualification from IAEA decision-making in such cases. It is not about politics, but about trust, security and justice," the Minister emphasized.
Russia has been a member state of the IAEA since the organization's inception and retains this membership today. It participates in the work of the agency, in particular in the General Conference, and in certain periods is a member of the IAEA Board of Governors. Despite the full-scale war against Ukraine and the occupation of the ZNPP, Russia's membership has not been suspended, as the IAEA statute does not contain a simple mechanism for expelling states.
- On September 27, 2025, Sibiga stated that Russia has laid 200 kilometers of power lines, preparing to connect the occupied ZNPP to its power grid, and is trying to involve the IAEA in this process.
