Starlink registration: The Ministry of Defense has published instructions on how to verify the terminal

Ministry of Defense published instructions on how to verify Starlink satellite communication terminals in Ukraine for military and civilians after Russia used these devices in its drones.
First, you need to find out the following information about your Starlink terminal:
→ KIT number – on the box label (if available);
→ UTID – in the account or application settings and/or Dish ID (on the body);
→ user account number in the Starlink portal (if available).
For the military
The Ministry of Defense advises defenders to check the KIT number and/or UTID of the terminal.
Starlink owners need to register their data in the Army+ app for military personnel – the Ministry of Defense promises to add the relevant functionality later.
Chiefs of communications or authorized persons must enter data into the military DELTA system.
For business and government officials
Starting February 3, 2026, entrepreneurs and officials will need to fill out an application on the Diia portal.
For civilians and individual entrepreneurs
Civilians and individual entrepreneurs have:
→ prepare a passport and a taxpayer card (RNOKPP, identification code);
→ come to the Administrative Service Center (ASC);
→ if there is more than one terminal, you must take them with you – the MoD explains this as a security requirement to protect communications and prevent abuse;
→ submit a free application to the administrator.
After receiving the verification notification, businesses, civil servants, civilians, and individual entrepreneurs will be able to use Starlink without restrictions, the Defense Ministry said.
Earlier, the head of the department Mykhailo Fedorov reported that the government has passed a resolution to introduce a "white list" for Starlink terminals: soon only verified and registered Starlink terminals will operate in the country, while all others will be shut down.
- On January 29, the Defense Ministry announced that Ukraine and SpaceX are solving the problem the use of Starlink on Russian drones. The Ukrainian agency contacted the company a few hours after the first enemy UAV was spotted.
- On February 1, Fedorov reported that unverified Starlink terminals in Ukraine will disconnect as part of further steps to combat Russian drones using terminals for attacks.
- Space X founder and CEO Musk noted that the steps taken to stop Russia's unauthorized use of Starlink seem to have worked.
