A third of Ukrainians believe the lack of electricity is a result of ineffective government actions – survey

Almost a third of Ukrainians believe that the lack of electricity is a consequence of the ineffective actions of the Ukrainian authorities, who failed to prepare properly. This is evidenced by results a survey conducted by the Kyiv International Institute of Sociology.
According to them, the majority of Ukrainians (54%) say that the main reason for the lack of electricity is Russian shelling, from which it is impossible to fully protect oneself.
At the same time, 31% of respondents place the primary responsibility on the Ukrainian authorities, who, in their opinion, were inadequately prepared.
Another 7% of respondents believe that the main reason is insufficient support from Western partners.
In addition, 7% answered: "It's hard to say."

The Kyiv International Institute of Sociology (KIIS) conducted a survey on its own initiative from November 26 to December 29, 2025. 1001 respondents aged 18 and over were interviewed by phone. The survey was conducted in all regions (in the territories controlled by the Ukrainian government).
Under normal circumstances, the statistical error of such a sample did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10%, and 1.8% for indicators close to 5%. In wartime conditions, a certain systematic bias is added.
