PACE calls on Russia to continue "all-for-all" prisoner exchange with Ukraine

The Parliamentary Assembly of the Council of Europe (PACE) has adopted a resolution calling on the international community to support negotiations between Ukraine and Russia on the earliest possible "all-for-all" exchanges. The document is published on the organization's website.
The resolution was supported by 88 deputies at the June 24 session. It emphasizes the need to create an international mechanism for the exchange of all prisoners with the participation of the International Committee of the Red Cross and neutral countries. This issue should be a priority .
"PACE called for the urgent intervention of the international community and strongly encouraged all states to support political negotiations to expedite the release and repatriation of all prisoners of war," says in a statement.
The PACE also condemned Russia's treatment of prisoners, recalling "extrajudicial executions, systematic torture and inhuman and degrading treatment." These actions amount to war crimes and crimes against humanity, the statement said .
"95% of the released Ukrainian prisoners of war were subjected to torture, sexual violence or inhuman treatment in captivity," the resolution says .
The PACE noted that Russia systematically violates the Geneva Convention by denying prisoners medical care, adequate food, hygiene and communication with their families, and also blocks access of international organizations to places of detention.
Belarus is also officially included in the list of countries where Ukrainian prisoners are held. And Russia was called upon to create specialized camps for prisoners with proper conditions of detention and to establish a mixed medical commission to examine the wounded and sick and an official Bureau of Information on Prisoners.

- On June 19, the DIU told LIGA.net that Russia lied, that after the largest exchange in the "1000 for 1000" format, there are almost no occupation prisoners left in Ukraine. According to intelligence, in fact, there are still "thousands of them.".
- It was also reported that Russia is delaying the exchange of prisoners. Each stage is accompanied by disinformation, pressure on the families of prisoners and informants.
